A proxy is a substitute. In 'He sends forth lying spirits...', the language is desigend to reach the simplest of emotions, such as anger, or feelings of love. God is speaking to the reader like a child. Essentially, He may permit them - lying spirits. Perhaps substitutions for something less destructive, I might be wrong. Punishment is mentioned in the Bible. Real evil spirits exist, I don't care what any athiest thinks. Many are withdrawn. Some are not restraned.

The three verses mentioned in this question are as follows:

(2 Thessalonians 2:11) So that is why God lets an operation of error go to them, that they may get to believing the lie

(1 Kings 22:23) And now here Jehovah has put a deceptive spirit into the mouth of all these prophets of yours; but Jehovah himself has spoken calamity concerning you.”

(Ezekiel 14:9) “‘And as for the prophet, in case he gets fooled and actually speaks a word, I myself, Jehovah, have fooled that prophet; and I will stretch out my hand against him and annihilate him from the midst of my people Israel.


Here are a fourth and fifth Scripture which make a similar point:

(Jeremiah 4:10) And I proceeded to say: “Alas, O Sovereign Lord Jehovah! Truly you have absolutely deceived this people and Jerusalem, saying, ‘Peace itself will become YOURS,’ and the sword has reached clear to the soul.”

(Jeremiah 20:7) You have fooled me, O Jehovah, so that I was fooled.


It would seem that deception, or 'allowing someone to believe a lie' can be very different from actually lying. The Scriptures clearly teach that Jehovah God cannot lie.

(Titus 1:2) God, who cannot lie

(Numbers 23:19) God is not a man that he should tell lies, Neither a son of mankind that he should feel regret. Has he himself said it and will he not do it, And has he spoken and will he not carry it out?

(Hebrews 6:18) It is impossible for God to lie

11 And for this cause God shall send them strong delusion, that they should believe a lie:

There are those who have little care for God, as in 1940's in Germany many had strong delusion and believed the lies of Hitler, so again God will send strong delusion that many over the world will believe the lies of Satan.
Some are going to be destroyed let them be HOT against the Lord.

For it is better to be hot or cold, but not lukewarm!

Kings:

23 Now therefore, behold, the LORD hath put a lying spirit in the mouth of all these thy prophets, and the LORD hath spoken evil concerning thee.

God allows devils to do things, here in the evil prophets, he has allowed to be devil possessed, who are liars them selves, thus they lie, and God will speak evil to those who lesson to these prophets, "curse them"

You want to be deceived, then by all means be deceived, and your best day will not equal a beggars worst day

2 thes 2:11 - This verse is for the devout non-beliver, no matter
what they refuse to believe jesus is there lord and savior, so he gives then over to there depraved heart.
Ezek 14:9 - He Condemneds idolaters worshiping things of the world and false prophets.

2Thes.2:

[8] And then shall that Wicked be revealed, whom the Lord shall consume with the spirit of his mouth, and shall destroy with the brightness of his coming:
[9] Even him, whose coming is after the working of Satan with all power and signs and lying wonders,
[10] And with all deceivableness of unrighteousness in them that perish; because they received not the love of the truth, that they might be saved.
[11] And for this cause God shall send them strong delusion, that they should believe a lie:
[12] That they all might be damned who believed not the truth, but had pleasure in unrighteousness.

St. Paul prophecies about a time when wickedness and faithlessness will be so strong, that Antichrist ("him" in verse 9) will come to lead these people into the final deception, of worshipping Antichrist as god and christ, before the Second Coming of Christ mentioned in verse 8. God will allow these people to be deceived, because no matter how many true testimonies they would receive, they will still choose to believe what they please. But those who leave their mind and heart even a little bit open to God will receive help from Him in order not to be deceived.

1Kgs.22

[20] And the LORD said, Who shall persuade Ahab, that he may go up and fall at Ramoth-gilead? And one said on this manner, and another said on that manner.
[21] And there came forth a spirit, and stood before the LORD, and said, I will persuade him.
[22] And the LORD said unto him, Wherewith? And he said, I will go forth, and I will be a lying spirit in the mouth of all his prophets. And he said, Thou shalt persuade him, and prevail also: go forth, and do so.
[23] Now therefore, behold, the LORD hath put a lying spirit in the mouth of all these thy prophets, and the LORD hath spoken evil concerning thee.

Ahab was a very wicked man, and God, who knows the heart and mind of all knew he won't repent no matter what. So He allowed a demon to deceive him throught the mouth of the false prophets. Demons are always eager to deceive men, so all God has to do is to let them do it; He normally restricts them because otherwise humanity would have dissapeared a long time ago.

Ezek.14

[7] For every one of the house of Israel, or of the stranger that sojourneth in Israel, which separateth himself from me, and setteth up his idols in his heart, and putteth the stumblingblock of his iniquity before his face, and cometh to a prophet to inquire of him concerning me; I the LORD will answer him by myself:
[8] And I will set my face against that man, and will make him a sign and a proverb, and I will cut him off from the midst of my people; and ye shall know that I am the LORD.
[9] And if the prophet be deceived when he hath spoken a thing, I the LORD have deceived that prophet, and I will stretch out my hand upon him, and will destroy him from the midst of my people Israel.
[10] And they shall bear the punishment of their iniquity: the punishment of the prophet shall be even as the punishment of him that seeketh unto him;
[11] That the house of Israel may go no more astray from me, neither be polluted any more with all their transgressions; but that they may be my people, and I may be their God, saith the Lord GOD.

Same as above. Ahab is paradigmatic for this prophecy.

The general conclusion is that if people reject God wholeheartedly and wish to be deceived by visions and voices according to their liking (and perhaps nice scientific books), they will be so. But if anyone wishes to know the true God, all they have to do is pray to God to show them the truth and protect them from deception.

Hold on...looking up verses

Okay, found them and Yes. (although 1 Kings didnt relay that to me, the other two did)

God can not lie, but yes, by proxy he can. Seems to me, from the context of the verses he says he will as a test of his followers faith. Not explaining it away, it does say he will send forward those to decieve us.

God is LOVE, and by His nature cannot do evil.
The real story was a Power or Principality said "he"
would send forth a lying spirit to do what had to be
done.

God is not the author of deception, but He allows those who reject the truth to be misled by falsehood. Following such falsehood, they are eternally condemned. We are lost when we choose unrighteousness and it becomes our source of pleasure.

Trials and tribulations..He also says that they(people) will believe a lie before they believe the truth(Jesus).If you are atheist, why do you even ask....you "know" that there is no God.
