I have experienced this as well within my divison's potluck. What turned out is that some of my co-workers within our division told their friends in other divisions that our department had a potluck and invited them to grab food too. Sadly, there wasn't enough for everyone in our department to get a full belly.
I told them those co-workers next time they do that, they better bring 2 dishes to make up for their un-invited friend's share.

I refuse to eat Potluck anything anymore. We have a customer here who got Hepatitis A that way.....from shared food at work. I don't know how clean other people keep their kitchens, and what the grooming habits are at home. Not interested in catching something that will haunt me for the rest of my life. No thanks. Just think of the name "potluck". What does that tell you? Sound appetizing? Anything having to do with food and "luck"...no thank you.

Leroy, some people feel entitled to everything. First, of all how did they find out you guys are having a potluck in another dept. Sounds like there is a snooper one who tells all. Yes, it is rude. I was taught never eat food that belongs to another, and if you aren't invited to the treat, stealing the food won't be funny matter. It'll make the stomach feel guilt.

There were two ways that it was done were I worked, either the group was too small that others didn't even notice or if it was like a larger group or more than one group, someone would schedule a meeting room so that way others didn't just drop in. Now if it was very large group people would put into a kitty and have it catered or just ordered delivery.
But even if others knew, they were polite usually just stayed away.

I've noticed this too in the past. I think just about every office has its share of freeloaders who are always on the lookout for free food, etc. It irritates me too, especially when someone comes in and piles up their plate wth food and they don't have the decency to bring a dish. These people have no common sense whatsoever.

properly with a bit of luck not POT hoping to get fortunate. cakes generally are far extra than the right in what's further, yet perhaps a fifteen bean salad could reason some eruptive stuff. Flirt the boss upon getting them way drinked up and take a lot of photos.

this has happened where i work on numerous occasions...and you are right it is rude and annoying....next time why not bring something with a laxitive in it and keep it aside for any "potluck crashers"...but warn the ones in your dept to steer clear
