Oh dear, I don't know how to let you know without giving you websites - especially as you don't say where you are .... I'd end up copying & pasting too much information ... it's much easier if you look at these sites yourself.
Like the ePupz site - there are loads of adverts for Shih Tzu puppies & breeders & you can search by location:
http://www.epupz.co.uk/search/puppies_for_sale.asp?area=all&st=1&breed=Shih+Tzu
As you know about the Kennel Club & the website - you'll also know that they have a Puppy Register & give lots of advice on where (& where not) to get a puppy:
http://www.thekennelclub.org.uk/item/436
Finally, there is the Champdogs site:
http://www.champdogs.co.uk/guided/all_shih-tzu.html
There are loads of breeders listed on there (including their locations) & a list of puppies for sale.

If you're in NSW contact the Royal NSW Canine Council to get a list of registered breeders. Registered breeders breed for the betterment of the breed, unlike unscrupulous puppy farms or mills that usually sell off their substandard puppies through pet stores. I say substandard because the puppies often are not bred to reduce the incidence of heriditary defects such as hip dysplasia or deafness etc etc and may come to you complete with bonuses such as worms if vet checks are not properly performed. How many times have you walked past a window of a pet store and cooed at the puppies only to notice that one of them didn't look so good - there was diarrhoea in the crate or it had yellowish ***** stuff running out of its eyes? Please be careful. Call around after you obtain your list of breeders to see who has puppies available.

I would suggest doing a search for the breed specific club in your area or the closest one to you. They will be able to suggest reputable breeders for you to consider in your search.
