There is lots of whining about how it takes SO long to enter the US legally, and about how few spots are available.

OK, then:

How about it work like this:

Anybody can apply to be an immigrant. There are no limits to numbers. Follow these steps:

a) go to your local US embassy and take a comprehensive English exam - comprehension of reading, writing, speaking, and listening to English, and getting 100%.

b) go to your local US embassy and take a comprehensive American history, current events, geography, cultural exam, and getting 100%

c) If you pass (a) and (b), then you can enter. You must pay your own way, or apply for a loan to be paid back before step (e) below. You must make your whereabouts known so you can be tracked.

d) You must get a full-time job or else be enrolled in school with a part-time job within one month

e) After three years of no criminal record, you are a full citizen. No more tracking required.

Would this work better?

Great idea !Yes it would but it wouldn't pass as law.

It makes sense except having to get 100% on both tests will be too hard or encourage a lot of cheating. Maybe 90% would be a little better. I also think we should still have limits on the number of people and it should be maybe 5 years without a criminal record instead of 3.

We need to decrease our legal immigration,not increase it.There would be a lot more people here from our neighboring country's than there would be from nations across the oceans.Our population would reach numbers I don't even wish to think about.The drain on natural resources etc would be unprecedented and we would be swamped in an wave of humans.I feel it would open the door to disaster as far as our ecology and our environmental problems.It would spell doom for our natural preserves and animal wildlife,as more and more demand for living space made their habitats disappear..
While I'm very sure your plan would work,I'm scared to death it would far too well.We don't need that many more people ,They say by the year 2050 we will have a population of 450 billion .That's a lot of bodies isn't it?

U.S. Embassies around the world would be INUNDATED with applications, as much as idiots around the world have a hate-on for the U.S.

It's still the number 1 desired country to live for most people seeking to emigrate from their home country.

This might create huge immigration boom. The reason the US keeps spots open is because they try to estimate how many people can integrate into the US without too many coming in. They must find a balance.

I really don't see how it could fail. However, many liberals would not like this because it "restricts the immigrant's rights".

Maybe we could have American History and English classes for people with green cards, waiting to become citizens.

man oh man...im anti-illegal immigration...but i wonder how many natural born citizens would even pass this test...the idea of no limits on the amount of people wouldnt work...our system would get corrupted too quickly...
