depending on how clear the image was captured in will limit you to how large you can make it.
Higher megapixeled capture will have a larger threshold before you see the image pixulate, than something taken from a copy of photo or a lower megapixelled camera
theres tons of freeware out there that will resize a photo. google search image resizers.
but again, depending on how well the image was captured will limit you

Any graphic program , including the free Paint program that comes with Windows (Start menu > Accessories > Paint).
Open the picture and resize or resave as a different file type to get it the shize and resolution that you want.

photoshop. beware of taking image up in dpi (will cause it to pixelate if u take it up too high) if going down then keep original just in case (you cant take it back up once its down)

of course. adobe photoshop and i think other less expensive programs can do that also.
