Mary Kay Satin Lips Set is fantastic for dry, cracking lips. The lip mask gently removes the dead skin and then the lip balm helps heal the lips.
I get horribly chapped lips in the winter and I was afraid to try the lip mask at first because my lips were so raw and everything I put on them hurt. This set is the only thing that will help heal my lips.

Try using carmex every night, after gently exfoliating the dry skin off with a toothbrush or washcloth. You need to use it at night as well as during the day so your lips have a chance to really soak it in. I put carmex on every night before bed (the one sold in the little pot, not the tube), and also around the outsides of my lips to keep the skin around that area from getting dry. It will take a week or so to feel real results, but if you make it part of your nightly routine, you will find you wake up in the am with nice soft lips. Good luck!

I Love Love Love this stuff called Zim's Crack Creme! You can just go to Zim's Crack Creme.com and order online! I found it origionally at Walgreens I think, but have since looked with no luck! It is just a lipbalm though, but I had better results with this than with any of the other brands I have tried!

If you get Vaseline and a cheap electric spin toothbrush.
Start with using the tooth brush on your lips after a minute or two then put the Vaseline on your lips and buff with the brush

Try some carmex or a lip balm with beeswax. It will help to seal in the moisture better.

use carmex and vaseline (my mom uses vaseline and swears that's the best beauty product- she uses it on her face as well).
but another option would be a lip exfoliator (smashbox has one). i use this.. just put some on your lips, wait like 2 mins and then wipe off... great for a before application of lipgloss.
