My Pitbull is Mexican. I found her in San Fernando California.She did bark with a heavy Spanish accent when she was young,but she's 3 1/2 now and the other dogs in the neighborhood seem to understand her just fine.

Dogs mainly communicate using body language, posture, movement and facial expression. They all came from the same species and they all use the same language.
Its actually more bizarre that a tiny dog can communicate with a great dane than it is that dogs from different continents can communicate.

Yes mine understand our French neighbours dogs when we are on holiday.
Same sniff & growl ,also understand French vets, hate them just the same as the one we see at home.
