Paint a room? White is classic, depends on the room, bathrooms should be painted with colors associated with cleanliness, shades of white, blue. Bedrooms can be whatever the hell color the person who sleeps in it likes, kitchens and dining rooms are good in subtle neutral colors, and I prefer a light warm bodied color for a living room.

Depends on the size of the room, your preferences, the purpose of the rom and so on.
As a GENERAL rule, smaller rooms benefit from lighter paler colours with mirrors - and perhaps ONE wall with some darker colour do stop things looking too bland.
Huge rooms can be "tamed" by using strong colours - or made to look even bigger by lighter paint.
A room for buy2let or sale, TENDS to be best if neutral colours - magnolias, buttermilk, white ceilings and a terracotta carpet.
If the loo, you might want light tiles perhaps on the walls but a slightly darker tile on the floor for contrast.
kitchens are usually best light and breezy but once again ALL this dependso n what YOU want your room to be - and for what purpose!

2 answers for that one.
1 - That is your decision. You go with what you feel comfortable with. You're the one that needs to live in that space. Not someone else. Go to your local paint store or look through magazines for ideas.
2 - If you wants something that is timeless and never goes out of style, go with neutrals. You can always accessorize with colors by using area rugs, throw pillows, blankets, vases, art, etc. When you are tired of the color of the accessories, it's easier to switch them out verses repainting/wallpapering an entire room.

It truly depends on the style and theme of the room in conjunction with the furniture.
Off white is always the safe choice, but any color accent wall, again depending on the furniture etc is fine.

i am painting my living room with cork...and a lighter version...i forget what its called...
if you paint with a darker colors on the walls...
do a lighter color on the ceiling! keeps the room looking open...dark is to closed in!
then try to find some fabric with similar colors and Brade together and pin along the ceiling for a nice accent...
good luck!

nuetral colors, that way if you decided to change furniture more things will match them, plus lighter colors tend to make a room look larger than it is. and if you have lighter colors you do not need to put on as many coats of paint.

Stick with lighter colors, they make the room seem bright and bigger to the eye, a good selling point
