boys are more difficult to teach and the modern teachers aren't up to it.
Boys need to RESPECT the teacher or they just won't listen. Whereas girls approach the learning experience with a more "goody-goody" type of attitude.
Possible effects? Western society has become more feminised, Boys are more alienated. They need to prove their masculinity in weird ( but safe, therefore boring) ways .
Long term effects, well girls are much more agressive and "goal seeking" now.
I remember reading about an experiment on overcrowding that was carried out , using a colony of rats. As the population density increased, the females became more and more aggresive, and refused to mate or breed.
The males, on the other hand, became increasingly feminised and all started mounting each other. This is analogous to what is happening to us now- with homosexual deviants being almost regarded as "normal" nowadays.
This is just another of nature's ways of controlling population.

the education system does not work. There is too much importance put on exams and achievements, rather than personal fulfilment and illumination. Tribes in the Amazon send their young men off for a period of years to find more out about themselves and the world at large, hopefully returning in a better state to support society. Male elephants are not mature enough to reproduce until the age of thirty.
only a massive shift in the emphasis of education can bring boys and girls back to a happy equilibrium.

Public education of the last 2 or more decades has been predominantly geared for the female-brain. They do not teach in a way that accommodates for being male. Most boys need activities that are hands-on, fast-paced, and visual. Most boys are not linguistic learners and that is the way that almost all teachers teach (lectures and notes). The public school system is failing to understand this and correct it.

It really is a lot simpler than you might think girls have been marked down for years and it is only now they are getting there true grades
