I had a 13 year history of psoriasis, though I was in good health otherwise. psoriasis can occur anywhere on the body, including the scalp.. keep your skin moisterized and when you go to bed it is good to cover it with plastic..sun can also help your psoriasis.but mostly go to the doctor and they can prescribe a antibiotic moiterizer.they also just came out with a new shot not to long ago that is used for moderate to severe cases of it.

you can also use certain shampoo's to help it.

Yes. Mine itches like that from time to time. Especially in winter when it is dry. About once every two months I wash my hair with Neutrogena T-Gel shampoo. It is expensive but it works great. If it doesnt fix it, go and see doctor.
