I understand this may vary by city or county, but In Different cultures, children may even have tattoos. But in America, some parents don't even allow temporary tattoos such as henna, to exist in their household. But for the permanent tattoos is it legal for a minor aged:16-17, to get a tattoo w/out parental consent?

it's not illegal in all states for someone to get a tattoo under 18. (some only allow them with parental consent)
the states for underage tattooing and their minimum ages are:
Florica, 16
Mississippi, no specified age
Nevada, no specified age
New Mexico, no specified age
North Dakota, no specified age
Oklahoma, no specified age
Washington DC, no specified age
i did a newspaper article on the tattooing of minors a year ago. i think that minors over 16 should be allowed to get tattoos with parental consent, at the least. 18 is too old to be considered an adult. the website i used for my article and for the ages of the states is listed below:

My brother is a tattoo artist and at the age of 18 you are legal and able to get a tattoo. Under that age you must have permission and be accompanied by a parent or legal gardian. Some tattoo artists don't want to go through all of that and strictly set the standard at 18 years old. It all depends on where you go.

To answer following the law... the person getting the tattoo should be 18 or older, if not should have parental consent. Anyone who got one underage, the tattoo shop didn't care of the law at that moment, but rather you were a customer.

In the US it's 18 but in Canada it's 16 with parental accompaniment.

In Arkansas the legal age is 18
