US immigration ,proof of domicile?

rejected from Imiigrant visa interview by lack of domcile proofs for my mother(petitioner).my mother is 62 year's old and living with my brother in us.
she does not own a home and is under full costudy of my brother.

driver's license, state ID, get some bills in her name, or add her to some bills, add her to the mortgage or rent, and re-apply....
otherwise get a lawyer to help you!
