My sister made the mistake once of thinking that very same thing.
Nope, not the same, not even close. Parchment paper sometimes has a silione (food grade) coating on it to help with it's non-stick properties - where as wax paper uses exactly that...wax to coat the paper. Wax in oven on baking sheets...NOT fun to clean up.
Parchment paper is a cookie bakers dream.

Parchment paper does not have a wax coating.
Parchment paper can be used in replacement of oil or cooking spray for baking. It doesn't burn in high heat(the oven).
Wax paper is best used as for laying out cookies or fudge, candy etc. The wax keeps the food from sticking after cooking or baking.
If you were to use wax paper in the oven it would melt. If you were to use parchment paper for cooling, it would get wet and the food would stick to it.

No. Wax paper is, as the name suggests, waxed. If you use it in the oven it will smoke. Parchment paper is an unwaxed paper. You can use it to line baking sheets and it won't burn.

They are very similar and both have the same uses, at least I cannot think of any occasion when you cannot use one instead of the other right now , because I don't use them very often, but they have undergone a different treatment to become waterproof.

Parchment paper is a waterproof and grease-resistant paper produced by treating ordinary paper with concentrated sulfuric acid.

Waxed paper is a whitish, translucent wrapping paper made moistureproof by a paraffin coating.
