Sift is iffy. You can sort of do that with a mixer. If a recipe calls to sift together the flour, salt, and baking soda first, if you turn on the mixer it sort of sifts them together to incorporate them.

I guess it just depends on what terminology you use for each process.

The difference, sifting is a way to SEPARATE (lumps usually) - the others combine
