If there's too much flour, just add more liquid. Depending on the recipe that may mean milk, water, eggs, or oil.

If it's not sweet enough add sugar.

If it's too doughy, the cookies need to be cooked longer, and maybe next time add a little more liquid.

You could try a recipe designed to be chewy - like this one:
Chewy Sugar Cookies
SUBMITTED BY: Cindy
Original recipe yield:
30 cookies

PREP TIME 10 Min
COOK TIME 15 Min
READY IN 25 Min

INGREDIENTS
2 3/4 cups all-purpose flour
1 teaspoon baking soda
1/2 teaspoon salt
1 1/4 cups margarine
2 cups white sugar
2 eggs
2 teaspoons vanilla extract
1/4 cup white sugar for decoration
DIRECTIONS
Preheat oven to 350 degrees F (175 degrees C). In a medium bowl, stir together the flour, baking soda, and salt; set aside.
In a large bowl, cream together the margarine and 2 cups sugar until light and fluffy. Beat in the eggs one at a time, then the vanilla. Gradually stir in the dry ingredients until just blended. Roll the dough into walnut sized balls and roll the balls in remaining 1/4 cup of sugar. Place cookies 2 inches apart onto ungreased cookie sheets and flatten slightly.
Bake for 8 to 10 minutes in the preheated oven, until lightly browned at the edges. Allow cookies to cool on baking sheet for 5 minutes before removing to a wire rack to cool completely.

GOOD LUCK!

another egg, and some sour cream or milk.

also, don't over work cookie dough and use the flour sparingly,
flour usuage always depends on the humidity/dryness etc. at the time of baking. It is not always the same amount you will find this out as you become more of a seasoned baker.

Also your measurments must be as accurate as possible.

add a little more eggs, and a little less flour. That should work, but don't skimp too much on the flour or they won't cook properly.
