In recent history, anyway, it's considerably harder to be an atheist. We're pretty much drenched in religion in the media and culture in general, and religious belief does provide a very useful excuse for bad behavior. It's an accomplishment in both moral and intellectual terms to become an atheist, and it's obviously easier to just go along with everyone else and be a theist.

The vast majority of the world are thiests. Even lazy people who never go to church just say they are (insert popular local religion here).

Being an athiest means that you will be dispised by everyone for bringing doubt to their "security blankets" and in many places in the world they will kill you for it.

Being an atheist is the toughest minority to be.

Theist of course. All you have to do to be an Atheist is not believe in God! There are no rituals or rules to follow beyond that. Nothing to study. Nothing formally to do!

historically... atheist. In Medieval times they were burned at the stake (along with "devil worshippers")... atheists have always been looked down upon for having a "lack of doctrine"

I think atheist. Theists from different branches have been killed and or tortured by other theists at different times in history, but atheists have been victimized by all religions for all time.

Seems that historically, alot more people have been persecuted for their beliefs rather than for any lack of beliefs. So I'd vote for theism as the tougher road to walk.
