The technology is improving gradually, not in 'steps', so now is as good a time to buy as any. There are always advancements round the corner... sooner or later you have to bite the bullet and buy.
Remember - it isn't so much what machine you buy as how well you look after it. Thousands of perfectly serviceable machines are binned each year when all they needed was a little maintenance.
My recommendation would be to buy now, or whenever you need it, then every year pay £70 for a recommended local computer expert to come out, save your data, reformat your hard disc, reinstall all your software and restore your data. These two hours' work will restore your machine to its 'out-of-the-box' state.
Whenever you buy computer equipment, you have to be prepared for massive depreciation. It'll be worth virtually nothing in five years' time - but if you follow the advice above it'll still be working like new :-)

When you buy a PC the depreciation on the PC is already significant as you walk to the parking lot. Within three month, a newer model is already available. Within six months, your PC is retailing at 65% of the price you paid. Within two years, the company stops producing the model you use. Within four years, your PC is officially obsolete, as there is no technical support for your model..... This calender is valid for the clunker you bought in 2003, and is more than apt for the high priced bomb that you are eying on the sale window.Your choice?

I would wait until Microsoft Vista is released and then you at least will be one step ahead of other people on windows xp
