A prototype model is a fully fuctional model of the real thing. Just like a fully fuctional demo version of a software. You can use these demo versions and get demonstrate all the functional capabilities of the real software.

Where as a scale down model is a "smaller" version of the real thing. Like a demo version of a sfotware with the screen shots and some animation to show how it works.

In the case of cars, in most cases a prototype model is totally hand made. They are yet to make the assembly line and automate the process. But the prototype of a car can be used as a real car. A scaled down model of a car is often a toy shaped like the real car. You may be able to see the shapes, how the interior looks like and so on.

a prototype is the first full scale working model for testing and ironing out the bugs.
a scale down model is a smaller version of the real thing which may or may not work.

Prototype model is the one you make to help visualise and perfect an architecture, statue etc. It helps to finalise the figure, then build the original taking it as reference.

Scaled down model is a smaller version of the original, e.g. scaled down in proportion, power, etc., but an original itself.
