Take him to a vet. Those symptoms could be for a lot of things, including cancer.

A slight cut shouldn't make him lethargic unless it is infected (you will see inflammation and pus). Not eating any food is usually not a good sign.
I would take him to the vet to get some blood work done to see if any of his organs aren't working properly.
He is also old for a rottweiler and may need some dietary changes or supplements. I don't want to scare you, but want to just let you know that, it may be age. For example:
My friend back in highschool had one that stopped eating at about 8 1/2 yrs, she just laid around all day (later found out she got "old dog" arthritis pretty quickly). They had to cook her beef with some special ingredients for nutrition-she wouldn't eat anything else. I believe by coaxing her to eat, they got her to live until 9 yrs, when they euthansized her because she stopped eating and the medications weren't working anymore.
Regardless of what it could be, a vet visit should be in order to determine what is wrong. A couple days of lethargy and not eating is usually not a good sign.

Have a routine before your meals (like when they are babies and put them in their high chair, bibs, etc). Leave the plate for a set amount of time if he doesn´t want it take it away and repeat again in a few minutes (10-15). If the second time doesn´t eat it after the given time (say 10 minutes). Take it away. Don´t give him anything until his next meal and do exactly the same. As they have already say, children don´t starve themselves. Don´t be tempted to give him a snack because you feel sorry he has not eaten. They are very clever and will know he is winning. With my son I ended up looking at what he was eating over a period of a week, rather than getting stressed out because he wasn´t eating that day. I realise sometimes he eat quite a lot for a couple of days and then eat hardly anything for another two or three. He is 5 and still a very fussy eater but if they know they are stressing you out, they are winning. Good luck.

Take him to the vet. He could have something stuck in his throat or he could have hurt the inside of his mouth or throat. Maybe water and air can get through, but not a piece of food.
The cut on the side of his lip sounds like a clue. It could be from chewing/biting something before he tried to swallow it.
A vet should take a peek to make sure there isn't anything way down there preventing him from eating. (A vet can look further than you or eye with a flashlight.) You also want to make sure there are no potential tumors in there.

I think taking him to a vet is more reliable then people on Yahoo, 9 and half is pretty darn old for a Rott. If he is tripping or not getting up at all he could have had a stroke.
Or maybe if the cut is infected, and you have rusted items and he can't move his jaws at all he could have lock jaw. But I think you should take him to a vet A.S.A.P old dogs are more susceptible to disease, and when animals are sick with possibly life threatening diseases they could starve themselves... not to scare you or anything.

You should take him to the vet!! Thats how my brothers rottie was acting a couple months b4 he died. We took him to the vet and they said it was nothing wrong just his old age. He died not long after that. Hopefully thats not the case with yours. I would still get him checked it may be something else. I hope all goes well for you and your dog!!

Oh my goodness, at his age, it could be really serious. Take him to the vet. There are so many things it could be - without scaring you.. cancer... other non cancerous growths...... if he's lethargic, it's not a good sign - dogs don't get lethargic for no reason.
