Are you keeping a cat in an apartment or house where pets are not allowed and you are afraid your kitty will be seen? It will be hard to keep the cat off of the window sill!
Cats love to look out of the window. Talk to your Landlord sometimes they will be willing to let you have a cat as long as you prove that the cat has been spayed or neutered and shots. If your place is carpeted the landlord may require a declaw. I had a Landlord to made these rules for me.I know that can run into some money but our pets are our responsibility.

but that's what cats do... they like to watch what goes on outside the window. Why do you want to stop the cat from jumping on your window sill? Is it becuase the cat might fall out inadvertently and the window is not a ground floor window? then shut the window... but allow the poor cat to look outside by sitting on the window sill. Or buy a window perch from petco or petsmart.

Put items on your window sills so that there is no room for the cats to go. If your lucky they won't knock them down. My cats are always on the window sills. They love to sit there and look outside especially if it is raining or snowing. I allow them to, there is no harm it in. Or lets say they decide when and where they will go and I just accept it!

Get rid of the cats or...buy some tape. They sell a tape you put on furniture so cats won't use it as a scatching post. They won't like to sit or walk on it either. Plants and objects on the sill will just get knocked off. But why not let them sit in the window? It's what they do.

Most cats sit on the window sill for sunshine but if its desperate and they are breaking things (my cat does to try and get on the window sill).
You could use orange peel. It worked with my cat they dont like the smell.

It's not going to happen. Cats need the window to look out of to keep themselves occupied. Once they have learned to jump up there forget it. There are hammocks you can buy that extend the sill out so they are not up against the window.

Anything you don't want you cat on put tin foil on it.
You can also buy cat repellent apparently it smells quite offensive to cat, however humans cannot smell it. It worked for a little while keeping my cat off a sofa, I think at a certain point she just learned to deal with it.
