You should look into getting a "conversation partner"--just someone to meet with once a week for an hour to speak in English. Make sure it is a native English speaker so they can correct your pronunciation and idiom usage. I'd also recommend going out of your way to go to "American" restaurants so that you practice your English by ordering food, asking questions, etc. ESL programs cost a lot more, but can also be very effective.

There are many sites on the internet to help you perfect your English. You seem to be doing well so far. You just need a little fine tuning. Also, you might look around in your city and see if there are any English as a second language teachers. Usually the prices are pretty reasonable.
I see that the tenses are your main issue at this point so I would suggest you start with copying the past tense of words. Write 10 sentences with each past tense word and then go to the next word. Then after writing your sentence repeat what you wrote in the mirror. Watch your mouth as you speak the sentence.
Watch English and American television programsand copy out loud what they say.

One good thing to do is study a dictionary. Get a package of index cards or make small pieces of paper. Start with one room of your house, and use the dictionary to find out what the english names are of things around the house. Write the english name for the objects on the paper and put in on the thing.

Friend, You had better not be too confident by having "Mastered English certificate", while you still need to know the very much points in English in order to master that; thus, when you use a NOUN( choice in Place of a VERB (choose), and again in your last sentence; you have used "EXPECT" in place of "EXCEPT" you still should work. However, to choose a 2nd./ 3rd. language simply depend on the necessity you feel around yourself. Hope not to have annoyed you, I am a teacher and feel responsibility any way.

learning english is not as hard as some people might think..and it's great because you try to learn this language..
English is also not my first language but i managed to master it thou..
But hey maybe you can find a tutor via the internet..and ask him/her to teach u english..
but since you've understand the grammar, you just need to be more confident..in order to speak you need to build up your initial spirit and talk to people using English only..
u just need to practise, practise and practise..
other than that maybe you should start watching english news, listening to English songs and reading english paper..
I mean everything in your comunication , you should use English as much as posible..you got me??

find a friend that can help u thats what i do to learn spanish. otherwise try to find classes they offer sometimes they are free. what is ur primary language, ive heard english is easy to learn maybe find a friend and u will learn faster
