You should not go out and kill a person just because you want to kill them.

I've never heard this before, but it may mean that you have to wait until the proper time to do something. For example, you can't just come to class whenever you want to -- you should come on time and stay until the class is over.

That's pretty terrible English, but it means that you don't have the right to kill just because you think it's OK.

You might want to add more, but with just this to work with, I would say.... You can't kill people whenever you want.
