You never mentioned if you, or that "Someone" was a "Male" or a "Female"? There is a "Slight" difference. Not much, but just "Slight"...please read on.
(MALE)
How much should you weigh?
Your healthy weight range is 106 - 143 pounds.
(FEMALE)
How much should you weigh?
Your healthy weight range is 104 - 141 pounds.
So as you can see...115 lbs @ 5'~3.5" IS a PERFECT weight. ;)

For women, 100 pounds at 5 foot even is considered goal BMI (Body Mass Index). For ever inch, you add 5 pounds. At 5'3", 115 pounds is considered goal BMI.

a few yrs ago before i got fat lol...jk but gained more weight i was 5'10 and 115....tall and skinny but i think that 115 is good for any height above 4ft. so NOOOOOOOOOOO the person u are talking about is NOT fat!!

No--if you check height and weight charts 115lbs is in the ideal weight range. :) You're not fat!
