I have lived in Belgium for 15 years, and teach English. The key word in your question is "FLUENTLY?"
Dutch is also a "germanic" language, so many Dutch and English sentences are similar in construction. 50% of the people I meet speak REASONABLY GOOD ENGLISH. I understand them, and can forgive their mistakes.
1% speak English SURPRISINGLY WELL and need NO lessons from me. However, every 10 minutes they make one little mistake in conversation. The same as many NATIVE English speakers.

Well, I'm Dutch myself and I'm fluently at English. Almost everybody speaks English fluently. I already have had 7 years of English lessons, so. I think everybody in the Netherlands speaks English, but maybe not all fluently. Most people here also speak Germand and French. Sometimes Spanish, but that's not very often.

Almost everybody in Holland speaks Dutch with the exception of the very old. (old generation).

It is compulsory to study it as from 3rd year primary school and as from 5th or 6th grade two other languages are added.

they all speak about 70% of them all . since the European people learn to speak english in 3-4th grade on up .
