Most aircraft systems don't run on 120v electricity like you have at home or 12v like you have in your car. It has to be transformed to be usable for our everyday devices. Not all aircraft do that.

Some of the newer aircraft have outlets at the seats that use an adapter to run laptops and charge small devices ...even in coach. I wouldn't count on it though. The best bet would be to check with your airline and see what may be available. A conventional cigarette lighter outlet connection isn't gonna work on the airplane. Forget that idea. If they do have outlets you can go to your favorite electronics store and see if they have some adapters. Radio Shack might carry them.
And remember if you are going out of the country many countries have different voltage levels and outlet styles. You're going to need a converter for that once you get there, unless you are renting a car and you could charge things up using the car adapter.
All electronic devices need to be off for take-off and landing, the rest of the time you can use them.

I'm not sure where on the plane you would plug in the car charger, but if you can locate one, I would check the voltage on both the charger and the outlet to make sure they match. Another thought would be to carry multiple batteries or a hand pump charger.
