This is an example of the second conditional mood (tense) in English. IF it happened in the future, the result would be....
FIRST CONDITIONAL....
If more people are connected to the internet, they will use it...
ZERO CONDITIONAL...
If more people are connected, they use it for more...

They all have a slightly different meaning, depending on the chance that it will happen or not.
YOUR CHOICE of the second conditional implies that it is UNLIKELY, or very difficult for MORE people to be connected. Not true. There is no limit here.
The FIRSTconditional is better English. There is a good chance that more people will add internet to their homes next year.
IF MORE PEOPLE ARE CONNECTED.... THEY WILL USE IT FOR....

( C ), because it is like an open window to the world. they can look out and think no one can look in to their motives behind the screen. Internet also gives a person the opportunity to speak back and not be stuck in television mode, just a claustrophobic response until reality sets in. The transition is in progress.
