Speak to the General Foreman of the site and if he speaks english ask him if everyone else on the site speaks english as thier first language. If they don't then the site is too dangerous to go on.
If the General Formen speaks with a Polish accent then very quickly leave - It would be safer pole dancing on the signboards on the M25

How deep do you want to go.
You need method statements for everything e.g. labourer one an two will lift .... using proper lifting techniques etc.
Incident books.
Emerdency responders, firemen/watchmen.
Hazord avoidance. Risk assesment.
General guidelines for both employers responsability, employee Personal Protection Equipment. Health & Safety in the
workplace guidlines to be displayed.
Inductions to specific site rules, especially if terrorist risk site e.g. work at a refinery.
List is endless.

I have not worked on a construction site "hands-on", but only as a design bod.
However, I spotted a good sign at a site last week that said -
"No hard hat, no proper boots, no job"
Seems reasonable.
