I think you are talking about a number of different way of helping visually impaired people navigate. The use of colour contrast is extremely helpful, this is where paint and surface colours can be used to distinguish changes in surface, levels and position of objects i.e. contrast colour on radiator to highlight possible hazard.

Dulux provide a CD rom you can request to help people use colour contrast to best effect.

Textures can be used in a number of ways there is of course the use of the braille language sytem and you can put in a tactile map that blind and visually impaired people can touch to get a sense of their surrounding.

also consider the use of audio prompts to help people identify where they are and which direction they can go next.

Blind..not much you can do with colours...partially sighted perhaps.

Apparently (according to a visually impaired society I did some work for) the best colour contrast is burgundy & yellow.

Try working with textured panels at a specific height - like braille but on a giant scale.

Do you mean partially sighted or blind? The possibilities mentioned in the question refer to partially sighted. What would be of more use is texture and smell i.e. objects which can be detected using the other senses.
