Is it some kind of guideline for texture just like Pantone for color standard?

It is a pattern of texture. This is a company proprietary spec, not a standard.

When you mold parts, they have a lot of minor surface flaws and flow marks in them. Texturing helps hide this stuff.

However, texturing makes it harder to get the part out of the mold (more draft on the part is required). Some parts are textured after molding by blasting, but more interesting patterns can be created in the mold itself. So the benefit of a spec is that the MT folks have probably done some work on how much draft to add in order to compensate for their texture.

This saves you from having to experiment so much on your machine with your materials.
