How old are they?
If they're still young enough to NEED the milk (as in, they have no teeth), go to Wal-Mart and buy puppy milk replacement. Make sure it's PUPPY and not KITTEN. It's in the pet section. Also get some bottles. They are in the same area.
Mix the milk replacer according to the directions on the carton or pour it out of the can (depending on whether you get powder or ready-made). Heat it as directed. Pour it into a bottle and cut off the tip of the nipple (very small). Feed the puppy (do NOT hold it upside down like a human baby ... let its feet rest on your lap or hand). Feed them every hour or whenever they cry.
When more than one of them has teeth, introduce solid food. Mix canned puppy food (a high-quality brand, please, such as Nutro Ultra) with the milk replacer. Make it very runny the first time. Open their mouths and rub their tongues with a little on your finger. They will start to slurp at it and eventually figure out how to eat from a bowl. If they still cry and act hungry, supplement with pure milk replacer.
Make it a little less runny every day (more food, less milk). When they eat plain canned food try some dry. Mix with the canned or dampen with water first (still using a high-quality brand ... try Nutro Natural Choice Puppy for Sensitive Stomachs). Soon they will be able to eat dry food alone. If any are lagging behind in growth or seem hungry, supplement with pure milk replacer (in the bottle or a dish).
Also have them examined by a vet ASAP to see why the mother's milk dried up and whether the pups will have any problems because of it. They will also be needing vaccinations.

It depends on how old the pups are, if they are older than a month, or they're eyes are open. you can give them softened dry puppy food. Take the dry puppy/dog food and add some warm milk that was placed in the microwave for about a minute. Just the milk was in the microwave. stir and give to puppies, make enough for all. There is puppy formula at pet stores, I know there is at the local store where I live, If you have a Petco, or Pet Smart they should have it, if you puppies are really young.

Depending on the puppies age, if they are under 3 weeks you can feed them goaes milk mixed half water and then at 3 weeks start mixing baby rice cereal along with the goats milk then at 4 weeks soak down purina puppie chow and then mash real well and start mixing with the cereal and milk and slowly add less and less of the cereal and milk and at 5 weeks start keeping dry puppy food down also and only feed the moist food 3 or 4 times as the sooner they are on dry food the better.Goats milk can make them have soft stools as can the softened puppy food but you can give them a tiny bit of pepto bismol or if they do happenen to get constipated you can add a little karo syrup.Im a breeder and have raised puppies completly on this diet and I have taken in rescue puppies and raised them and had very good luck with this.I also give very young puppies a little bit of orande gatoraide as this keeps them from gettind dehydrated and seems to give them energy.If you have a hard time giving them a bottle try a syringe just give it very slow and dont have them on their backs.If you do use a bottle they do need to burp them just like a baby as they can get colic also.Youll need a lot of patience as this is very time consuming especially if you have a large litter.Good luck and I hope this helps.

if the pups are under 4 wks of age you'll want to feed them a puppy formula. From personal experience I've found the homemade formula to be better than any petshop formula. My pups weren't putting on any weight with the petshop stuff and when I switched them over to the homemade one they started to gain nicely.
Here's the formula I use:
Bottle Feeding Recipe
11 Calories per CC
10 oz. of canned evaporated milk or goat's milk (not pasteurized cow's milk - this will cause scowers - dogs cannot drink normal cow's milk) Goats milk is by far the best to use. Wall Mart sells it.
3 oz. sterilized water (baby water or boiled water) this is not needed if using goat's milk
1 raw egg yolk
1 cup of whole yogurt (avoid skim or fat free if at all possible)
1/2 Tbsp Karo Syrup or Corn Syrup (NOT HONEY !!!)
1 dropper full of infant vitamins
If they are 4 wks or older you can give them a gruel made up of puppy food softened with either water or puppy formula.

If they are still wanting to nurse, you'll need to bottle feed them. Because If they grow up lacking their mothers milk, they will suck on their fur, or try to nurse from stuffed animals, and will need milk instead of water. Or if they are old enough you can start weaning them off of milk and onto normal food.

you can also use goats milk to feed the puppies. you can also uer regular baby bottles. about 4 weeks old you can start them on dry puppy food that is made into a gruel. put down papers and then put the big pan of the gruel on the floor and stick the puppies noses in the stuff. after they are done then let mother clean them up.

If they are still at the age at which they should get it from their mother, then you should buy regular milk, put a yolk of an egg in 1 liter of milk and 2 table spoons of honey.
You could also check with the vet if they need extra calcium tablets.
