It is perfectly normal for the dogs not to automatically interact with each other. You can't expect them to just like each other straight away. The older dog probably wants to establish itself as the more dominant dog. Don't force them to interact with each other - this will come with time. We have an eight week old pup at the moment as well as an 8 year old and 4 year dog. It is only after having the pup for almost a week that our 8 yo is now playing with the pup.
Please don't rub them down with a piece of steak! That is the silliest thing I have ever heard. There is nothing you can do to force the dogs to like each other - just have some patience. Don't let the pup harass the older dog - the older might like to be seperated from the pup if the pup is annoying the older dog (for example, not leaving it alone).
Also, don't be alarmed if the older dog growls at the pup. Puppies, at eight weeks, do not know boundaries. They do not know how to properly read the body language of another dog - if your older dog is ignoring/growling at the pup, that is fine he's just teaching the pup boundaries.
You might want to read up on how to introduce a new pup to your current dog - you may have not done this correctly.

What usually happens when you introduce a new animal into a new home there are several things going on. First, the puppy is getting used to being away from his own family of mom, brothers and sisters. And second, the puppy is getting used to his "new" home. That is you and your family. The best thing you can do is supervise puppy introductions with your Yorkie. I would recommend small time frames where someone else can help you if the situation should get out of hand. I would suggest a time frame when you're relaxed, dogs can sense when there is tension. Terriers do have a tendency to be over protective and more often then not, think they are bigger then they actually are.
Puppies are always excited about everything. They bark, chew and get into trouble. It will require constant monitoring on your part. I know the excitement of another puppy is great but don't forget about your Yorkie. He was your first dog and he will require some attention from you. This could be his protest that you have not spent time with him and he's letting you know that he is not happy.

They are just checking each other out. If your Yorkie doesn't really interact with the new puppy that's a good thing. They need some time to get used to each other.

You do not have to do anything. Your older dog is just in a jealousy phase, because probably he doesn't get as much attention as before. They will settle their own problems.
My dogs had the same problem, but now, they are ok - playing together, eating together...

give them time. It took my dog about a week to adjust to the new pup and now they are great friends.
