Yes, absolutely they are. This proverb can be understood in well with the proverbs "NEVER SAY DIE" and "NO PAIN NO GAIN" which also says the same idea. These all proverbs implement the fact that work with the best you can do and no matter what may be the result either success or failures.
This proverb just acts as a boost to those worked hard but not got the result what they expected.But failures are also should be within the limit.Now lets look at all great inventors did all got success at their first attempt..... absolutely not they did not let their confidence to get down.The reason was that each time they failed they corrected the mistakes that let to failures and finally invented new things which we use in day today life.For them failures are acts as a lift and lifted them towards success.

Failures are the stepping stones to success in the sense that you have not failed yet, if you do not stop trying. It is only when you stop trying that you fail. So in fact these failures are stepping stones because you learn from them. Next time that you fail, you have to stand up again and keep trying. This time, make sure you will not be committing the same mistake but be wiser from the last experience. So the previous failure is not a failure but a stepping stone for you to slowly achieve success. Through persistence and diligence eventually you will attain the much coveted success. Just keep standing up and picking the pieces again and again until you succeed. Try and try until you succeed.
