YES. It's not the penis that causes pregnancy, it is the sperm. Sperm can be ejaculated anywhere and live for up to 24 outside the body. Even if the male does not ejaculate, sperm can leak out of the penis in whats known as seminal vescicle fluid (pre-***). So if ejaculate or this fluid come in contact with the female's opening, it is possible for a sperm to fertilize the egg.

The chances are pretty slim as there should be semen entering the vagina. Assuming if there was semen actually at the opening of the vagina, there is a chance of pregnancy or else no need to worry.
