Cheating always means something. When they say that they could be meaning that the other person didn't mean anything, but it means they aren't satisfied in the current relationship, or they just plain dont care.
Either way cheating is wrong and there are other alternatives

Only once. Anybody can make a mistake, have a few too many..and end up in bed. But if it means absolutely nothing and makes you realise that the person you really want, you couldn't bear to leave, or they can never know because hurting them like that would kill you both. As long as you never do it again, then it dosent mean anything. If you did it because you were bored or unhappy, it means you should break up.

I believe that there's always a meaning behind cheating. The motives may not be the same in all cases, but there's always a reason behind why someone cheats.

NO - if you cheat on a partner, then you CHEAT on them. You are willingly unfaithful - so you either embrace the arts of secrecy and stealth, or 'fess up and face the consequences.

"It didn't mean anything" is a cheap cop out, and an admission you know you f***ed up...

No, whenever you are going behind someone's back, its a loud message that says that you do not care about the person you are cheating on.
