what can he do as no damage and he was on yellow lines

sorry to all he did not want my insurance,
and when i hit his car there was no damage to it

How do you know there was no damage? Are you a qualified collision repair specialist? Did you put his vehicle on a frame jig and take measurements??

Hitting a vehicle with a hitch on it might not push in the bumper, but there is a good chance that frame damage WAS done. You treat it as any other accident -- exchange papers and report it to your insurance company and the police.

If no damage was done (based on an inspection by a qualified collision repair shop) then you just got very lucky. If there is damage, then your insurance company will settle up with the vehicle's owner.

No damage, he didn't insist on getting your details, no worries. In UK only essential to report to police if someone injured. Yellow lines irrelevant. Be more careful with your towbar in future.

it doesnt matter if he was on yellow lines or not...doesnt effect the claim...did you swap details
