I think that the best military doctrine for a medium country is "the war of the entire people". Masive number of regular infantry regiments supported by tank divisions and fighter-bomber regiments.

militarily speaking, as i observed it, you should only developed one type of military. if the country is land-locked, land army is the most suitable forces. If the country is an archipelago the navy. But that doesn't mean that you should not develop other branch of the military. Its just the priorities.
But I think best way is to solve it diplomatically according to international rules. And the leader should not do something stupid that will give a reason to another country to invade them.
