I don't live where you live, but I realized a constant for donating clothes where they won't resell them is at your state or city funded homeless shelters. They are always desperate for donations since that usually the last place people donate anything.
Please don't give them to GoodWill or the Salvation army, THEY WILL resell your clothes.

I have donated toys before to our local church and community center. Usually I give the clothes to my family who have younger children that can wear them. I have also had a yard sale, that was a lot of work, but made a good bit of money.

Give them to any Bible believing church & they will do right by you.
Even if they resell them, like at a ST.Vincent DePaul thrift store, the money goes to the church & they help with food & will most likely give clothes to really poor ppl for free anyway!
I would watch though.I had a bad experience with one where they were giving only to church members & ignoring other folks.
The prices they charged were outrageous also!
Any church that treats poor ppl like this of any religion is not a church. It is an orginization for profit, not Prophet!
Some Goodwill stores would be glad to take them, but again,I would look in the store & see their prices. We have one here that thinks they are WalMart! I call it the "Badwill" store..

I think it would be nice to take the clothes to a local school.
Sometimes kids get their clothes really dirty when they play
outside during a rainy, muddy recess and they may need to
go to the nurse's office for something to wear for the rest of
the day.

You can try your local church, or go to the salvation army website to find a location close to you, or another option is the red cross

most any program that deals with children, churches and so on, you could call family services and ask where they might do the most good.
