He did during the 10 plagues of Egypt. Does He today? I don't know. Perhaps AIDS has been brought upon us as a punishment for sexual immorality. That does not mean that the disease is discriminate, however. God has always shown us that when the wicked are punished, the innocent often suffer as well. When God flooded the earth every innocent child perished. Even innocent animals perished. I don't know that AIDS is meant to be a punishment, but regardless of whether it is or isn't, a lot of innocent people are going to die, and many more suffer, as a result of the sins of many. Whether this is a "punishment" or just a sad consequence really doesn't matter. However, God has sent us an answer to all suffering, to all disease, even to death. Jesus Christ is the answer to all suffering.

according to the bible, god is all good. the devil created diseases to hurt the mind of people and make them turn their back on God.
Although God sometimes tests people himself i've been told.
