According to the Scriptures, people only get government that is as good as the people. Like Pharoah in the Old Testament he makes choices. He will be held accountable as the minister of God for his actions or inactions. Romans 13
Let's take Sodom and Gomorrah for example: did the children living in Sodom die because of what they did or was what their parents doing the cause of it's Destruction? Where they so immersed in what was going on in Sodom that they would repeat the errors of their parents or were they already doing what their parents did? Greed, lust, envy, hate. Romans one. and Romans 2:1-7, Matthew 11:23-24, II Peter 2:6
The Bible also tells you to pray for those who have the Rule over you! Romans 13. 1st Timothy 6, Colossians 4:1
