If you are talking a viscometer....

These gizmos work by using the shear of the fluid to generate friction and move a sprung about by spinning an input fluidly coupled to the output.

The higher the viscosity, the more friction and the higher the output will move because it can further exercise the spring.

Another gizmo is a densitometer. Fluid is circulated through a U-shaped tube. The tube is externally vibrated and te natural frequency of the tube is determined. This is proportional to the mass of the tube, which is proportional to the weight of the tube. Since the volume of the tube is fixed, the weight is proportional to density.
