I don't know why dogs would get mad when you blow in their face (I know when my brother blows into my face randomly, I get annoyed =]). But as for riding in the vehicle- the dog wants air. The car is a small, moving enclosed space that can get incredibly hot and stuffy, and an open window is their solution.

Blowing in a dog's face is a form of torture, just like people spitting on someone's face. If someone spits in your face, you would want to punch them. This is why dogs get mad when you blow in their face.
Dogs stick their heads out the window to smell what is going on around them. They do this for the same reason humans read newspapers. The wing is a dog's "newspaper."

The scents it smells outside aren't concented from someone's mouth? I dunno. I guess it's the same reason YOU wouldn't mind the wind, but would if I sauntered up and started blowing on your face.
