As this is the toddler and preschooler category do you mean he is 18 months instead of 18 years? If so then he can’t do much of anything can he.♪

You mean you're not a US citizen and want him to petition for a visa or green card for you?

Sure he can. But if you're in the country already they'll want you to explain how you got here.
