I read about this famous vegetable eaten by sailors passing by Kerguelen Island in the South Indian Ocean. If it is famous, we should be able to grow this crop elsewhere in the world commercially.

I do not know of anywhere this cabbage can be purchased. Many plants cannot be grown in other locations due to the temperatures or conditions of their native growing environment. Kerguelen cabbage is grown in 0-8degrees celsius conditions, and growing the cabbage elsewhere would be tricky. I suppose that if someone wanted to, they could harvest the cabbage in the Arctic, but I know I wouldn't want to work there!

It is not commercially available as yet but someone has trialled it in cultivation ...

"The Kerguelen cabbage has shown so far that it will grow well in Australia and that it has commercial potential."
