Who says it first is in lots of cases a results of the wanted result!! at cases a woman saying it first sends a guy working-till he thinks "it" is now a definite factor! in lots of cases the lady waits for the guy to declare it first so she feels extra look after in taking the courting to "the subsequent point". waiting for the guy to declare it first may well be deceptive. you're taking your hazard the two way!
