If it is a smaller breed of dog, this "tearing" or "tear stains" is a common problem in many breeds, and in some larger ones as well. It's probably natural, so don't panic.
If you believe it isn't just natural (knowing the breed of dog would help in this situation, for us that are answering) then you can take your dog to the vet. If it is a long haired breed having the hair around its eyes trimmed can sometimes help (but not always).

One of the best ways to deal with the stain around his eyes on his coat is to take a warm mildly damp washcloth and gently rub the dogs eyes, but don't use soap.

Hope that helps.

Edit: Does it seem to be bothering him? Is he scratching or rubbing his eyes at all? If so, I suggest a trip to the vet. If he doesn't have anything else bothering him in any way and acts as if his eyes aren't bothering him, it could just be tearing, which can be natural in some breeds, particularly if you don't know what other breed he is "mixed with".

Some breeds always have tears. Some just more than others. My German Shepherds don't have tears unless they have an eye infection, then I go to the feed store or pet store and buy this yellow powder to spray in their eyes. But my Chihuahuas regularly look like they're crying. Find out if it's natural for your particular breed before worrying too much.

Does his hairs touches his eyes thus causing irritation? If not he might be having a very mild respiratory infection caused by paraenfluenza virus. If not he might have an obstructed lacrimal duct (pathway of tears from the eyes going to the nose is obstructed). These are the probable causes.

Consult a vet. He might need a trimming around the eyes. Hair can poke and irritate dog's eyes. It could be just a lacrimal thing

I have a bichon frise and she oftentimes chews at her paws even as shes not getting adequate interest . it ought to also be inflammation to the floor. If the dogs pierce with the help of the floor then i advise taking them to the vet.
