Civil War Expense:
Ravaged south still not restored to economic prosperity it once had (in other words, the substandard post-war reconstruction was pitifully inadequate at rebuilding the infrastructure destroyed)
Also, 1,100,392 soldiers killed or wounded during the war (this does not account for civilian deaths either)

War on Terror Expense:
Billions and Billions of Dollars
Loss of several thousand troops
Many (although undisclosed number of) Iraqi civilians (and/or militants, it's sometimes hard to tell) have been killed in post conflict secular, insurgent, and terrorist violence.

Someone has to pay the soldiers someone has to pay for the weapons they are using the ammo they are shooting at there "enemy" it all costs money.
