Believe it or not, cops are writing tickets all month long. Sometimes it seems more at the end of the month. Civiilans are under the impression that cops have a quota. This is far from the truth. I could write as many tickets as I wanted.
Now your second part of the question is easy to answer. When a traffic ticket is paid by the violator, the fines are divided between different departments of the judicial system. In most cases, the agency issuing the ticket gets a few bucks from the ticket. The rest is divided between the Judicial Courts, Prosecuting Attornys Office and other special programs, ie. drugs, alcohol, domestic violence, etc.

In Texas, municipal fines go to the general fund of the city. All other citations go to the precinct of the part of the county the ticket was written in.
Citation revenue cannot, by law, be factored into any form of budget. Also, quotas have been ruled unconstitutional in case law so a department cannot require an officer to write a minimum number of citations in any time period.

There are approximately 750,000 police officers in the United States. While I don't know all of them, the few I know represent agencies from coast to coast. I've never heard of a police agency having quotas or writing citations to generate revenue, except from those that are trying to bash the police.
The money from traffic fines in my jurisdiction go to several places, including highway funds, the state police academy, and yes, a small portion goes to the county general fund where the citation was issued. It does not go to the agency or the officer. I wish it did, I would be a rich man!
I think your observations of seeing officers at certain times of the month are, more likely than not, pure coincidence.

Any money that comes from tickets helps to fund public facilities and operations, i.e. road work, paying the police force, paying the firefighting force, etc. It doesn't just come from taxes; it comes from fines too.
