I just re-installed my office 2003 in my XP home laptop. After install, all the folders (inbox, out, sent, etc) showed question marks instead of the right names. Anybody knows how to fix the problem?

I suspect while installation it took some other language as default language. Try resetting your folder names after exiting Outlook.
To reset the folder names, do the following:
At start menu, run, type
outlook.exe /resetfoldernames

If that do not help, I suggest you to uninstall the software and install that back. Make sure you are selecting the correct language while installation.

Do you have your previous emails and contacts intact?

You should try importing the old pst file back into the new one.
