No. you should not. It's wrong to meddle in other people's personal lives. Tell her that you like her and leave it at that. If she's interested enough to go out with you she'll break it off with the other guy.

you should if you really love her. Nothing to lose even if she says "no". It's okay to let someone know how you feel for her.
But if you're doing it for the sake of fun, you'd better not.
Sometimes, some people might be staying on in a relationship because of the "comfort zone" and is too dependant on each other. But if her relationship is going strong with her man, you'd better not risk getting into her bad books.

ummmmm.... being the girl that i am......... I would say it depends on the girl! B/c a) she might get pissed off and tell you how rude it is to put her in a situation like that or b) She might say yes, dump her b/f and want to be with you orrrrrrr c) she might just stop talking you all together!!
