Luke wrote them both and Acts is a continuation of Luke.
It's the rest of the story.

some internal and some external conjunctions between Acts and Luke:
-"Muratorian Canon" - c.AD 170 - notes both as works by Luke
-Eusebius ("Church History" 3.4) - c. AD 330 - makes same claim, citing sources outside of the above
-note author's apparent inclusion of himself in some of Paul's expoits ("we did x...")
-natch, both books are in epistolary format, addressed to Theophilus (Patron (i.e. "publisher" of Luke?)

They share an author, and are basically volume 1 and 2 of the author's description of the beginnings of the church.
